BOSTON (AP) Two former managers of a Big Dig contractor pleaded guilty Wednesday to being part of a conspiracy to deliver substandard concrete to the massive highway project.
Six former managers of Aggregate Industries NE Inc. were indicted in 2006 on charges they falsified records to hide the inferior quality of more than 5,000 truckloads of concrete.
They were accused of recycling concrete that was too old or already rejected by inspectors and in some cases double-billing for the loads.

I'd say that that would be a *very* reasonable assumption on your part.
This matter will be handled in an orderly and standardized manner as dictated by Massachusetts due process:
(1) Determine whether the accused are related to any members of the Democratic political machine.
(2) If so, coordinate a spiking of the story by the major local media outlets.
(3) Stretch out the legal process with successive appeals until three years from now the charges can be quietly dismissed or overturned on some obscure legal technicality.
(4) Find the suffering accused parties jobs in some quiet crevice of state government.

This is going strictly according to formula. First, secure a fat government contract for work that doesn’t need to be done, in a city notorious for its corruption. Then hand off the work to shadow corporations run by union thugs under mob control. Then deliver overpriced, substandard work that employs hundreds of people who don’t exist and materials that nobody ever sees.
When it’s all over and the project starts to fall apart, find a couple of patsies and throw them to the wolves while the Dons funnel millions to offshore accounts under the protection of the so-called watchdogs.
It’s so predictable it’s almost cliche.
Can’t wait for government controlled and run healthcare...

Today, the Big Dig would be considered a source of many “shovel-ready” jobs for stimulus money. It should be a history lesson.
