Well, I just read the text of the original bill, and it says nothing about terrorists. It is to establish centers on military bases for temporarily housing citizens who are displaced by natural disasters such as Katrina.

Yeah, I can already hear the complaints about the military’s accomodations.

Read it again, more closely. They are for dislocated people from an "emergency or natural disaster". OK the natural disaster could be like Katrina, but what about the emergency? Well, it could be anything the Secretary of Homeland Security says, as is detailed in section 4 (posted below).

The current Sec. of Homeland Security is you-know-who, Janet Napalitino, She is the same lady who said domestic terrorists may be single issue voters concerned about immigration or abortiion, or people with Ron Paul stickers on their trucks. She will get to decide what other "emergencies" require firing up the camps. How about and "emergency assault weapon confiscation" ?

here it is, the text..

SEC. 2. ESTABLISHMENT OF NATIONAL EMERGENCY CENTERS.

(a) In General- In accordance with the requirements of this Act, the Secretary of Homeland Security shall establish not fewer than 6 national emergency centers on military installations.

(b) Purpose of National Emergency Centers- The purpose of a national emergency center shall be to use existing infrastructure--

(1) to provide temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster;

(2) to provide centralized locations for the purposes of training and ensuring the coordination of Federal, State, and local first responders;

(3) to provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations; and

(4) to meet other appropriate needs, as determined by the Secretary of Homeland Security.
