that was my first thought - if all foreign engineers were sent home, what would the unemployment rate be?? Probably about the same. The H1B engineers mainly represent needed skills, rather than lower costs. My suspicion is that there is a shortage of Americans able to provide the same level of support.
If that's true, a lot of H1B slots would probably go unfilled, or be shipped overseas, rather than filled by American engineers who may not have the necessary qualifications.

If we sent all H-!B's and L-1's home (including visa overstays), there would probably be no unemployment in EE or IT.
