Two things missing from the article.

1. Only a 2/3 vote of Honduras Congress can amend their Constitution.

2. The prohibition for the President serving more than one term states that it can not be amended.
Therefore even if the Honduras congress wanted to amend or strike the term
limit from the constitution they were prohibited from doing so.
