Somehow, this story seems like a metaphor for our current President's reign in office.

Migden's license was suspended for several months. She pleaded no contest to reckless driving, a misdemeanor, and was fined $710 and given two years of court probation. Any other tax paying citizen peon would have been arrested *on the spot* for reckless driving.
Yes they do and will arrest you for reckless driving.
Again, government employees and elected officials prove once more that in many incidents, they are simply above the law.
