when she first got to DC in the winter, she was constantly in short sleeves. Now that it’s summer, she’s wearing these stupid sweater coverups.

You make an excellent point about sleeveless in winter and sweatered in summer. There is something very goofy about her fashion choices. She is far too old and above pay grade level to try and dress so eclectically. Her fashion choices are totally clueless....I guess they reflect personality.

Maybe she sweats like a cold beer can on a hot summer day? So going sleeveless might work in the winter, but in the summer, she needs something to absorb her perspiration? I don’t know.
