Well, I didn't say anything about rules of engagement at all, but since you asked... From the link STARWISE posted in #9:
"Once again, as in the Korean War and in Vietnam and Iraq, as well as other conflicts, U.S. forces have received rules of engagement aimed at securing maximum avoidance of political backlash in a war with an enemy to whom the use of the civilian population as protective cover is an accepted part of his fighting tactics."
Doesn't seem like these rules of engagement are any different than any other conflict of the last 60 years.
I'm not military, just comparing across various administrations and I don't see anything different related to rules of engagement. And, for the record, I'm glad Obama sent 21k more troops there. Flame on if you must.
