I’m not seeing it — the study defines anti-big-government standards fairly consistently across the board and weighting them by intrusiveness (with petty inconvenience, financial cost, and actual threats of imprisonment more or less in that order).

Basically I disagree with their rating system for placement of categories in the major fields. I live in Nevada. They rate Nevada down at like 14 overall. I think Nevada is one of that last states where you are free to mess yourself up or excel at your will. Part of it is they rate - for example homeschool as a high priority - I do not care about homeschooling. Tax policy. Nevada has no personal income taxes - that in my book automatically puts it in the top ten.
