Did Reagan or did he not sign the bill legalizing abortion (regardless of the rationale at the time)? Reagan signed the bill with specific limitations for rape, incest or health of the mother - within the realm of current pro-life positions. He did not envision it as allowing abortion on-demand, but doctors abused the last provision. He later said he regretted signing the bill because of that.
