Now, here’s the problem. From what I understand, he has to be specifically authorized to do so. It has to be a sort of “transfer of power” and not one that is like — “Oh, since we can’t find the governor, you get to do it now...”
It doesn’t work that way. And Sanford refused to authorize the change in power while he was gone. Thus, he left the state “governor-less” during those five days.
If an emergency had happened, they would have been powerless to do anything about it. That’s “criminal” for state governance...
Do you have proof he refused? I think they would find a legal way.
