The Canal was US territory at that time.
The Canal Zone was. Colon wasn't.
The Panama Canal Zone was a 553 square mile territory inside of Panama, consisting of the Panama Canal and an area generally extending 5 miles (8.1 km) on each side of the centerline, but excluding Panama City and Colón, which otherwise would have fallen in part within the limits of the Canal Zone.
I can see why you don't want to rehash all that crap again. Your facts are incorrect.

If a US serviceman or spouse gives birth to a baby in a German hospital outside the confines of the US base, isn’t that baby an American.
