Experts at what? Election fraud?

Why is this a “high stakes count”? High stakes for who?
Sounds like the writer is letting the cat out of the bag that this census is not about counting noses but about jerremandering and shell gaming the population.
3 Stooges asking their census questions - “Are you married? Or are you happy?”
I am not an expert.
I can tell Locke a couple of problems:
Using ACORN in any way whatsoever to take the Census.
Including ANY questions beyond “HOW MANY PEOPLE LIVE IN YOUR HOUSE?”
End of necessary expertise...... And I didn’t charge Locke a dime .
