“It takes more than a bill. It takes a constitutional amendment which requires 2/3’rds supermajority in both the House and Senate. Then it has to be ratified by 3/4’ths of the state legislatures.”

There is another way, holding a Constitutional Convention. It’s never been done and would be unprecedented in American history with the only exception being at our founding. Nonetheless, it could be done that way.

But 2/3'rds of the state legislators would have to pass resolutions calling for a constitutional convention.
