Hack stiffed on ki$$ is cause to re-Joyce
By Howie Carr | Sunday, June 28, 2009 | http://www.bostonherald.com | Columnists
How can we miss these hacks when they wont go away?
Take Franny Joyce. Please. Six years after the former tin whistle player in Billy Bulgers band started collecting his $6,552-a-month state kiss in the mail, hes still scheming to collect even more.
Francis Xavier Joyce, age 66, forgotten but not gone.
Hes just been slapped down again, this time by the state Contributory Retirement Appeal Board. He was trying to get severance pay added to his last three years of base pay at the Massachusetts Convention Center Authority (MCCA). If hed won, his kiss would have gone up to around $10,000 a month, even as the state is going broke.
A call was placed to Franny in South Boston.
I have no comment, he said.
Well, are you going to appeal this latest setback?
Thats it. Click. Too bad - my next question was going to be whether he was available to play tin whistle at my Fourth of July party next week.
In addition to his musical career with Billy Bulger, Franny was a helluva mailman in his day. Who better to run the new MCCA back in 1982? It was a lifetime job, at $75,000 a year, a huge amount in those days, but the darnedest thing happened - nobody applied except Franny. And after a nationwide search, too.
Soon the daughter of Whitey Bulgers girlfriend was on the MCCA payroll. Another nationwide search.
By 2002, Franny was making $126,518, but his lifetime guarantee was running out. His patron, Billy Bulger, was teetering himself, and the MCCA board wanted Joyce gone. But which member could reach out to the surly Bulgerite? The choice was obvious - Jimmy Bunzo Byrne, the longtime Boston city councilor. He could speak to Franny in his native tongue - hackese.
See, Bunzo was a law partner with the crooked ex-House speaker Felon Finneran, and they have a lobbying firm now, although since his obstruction-of-justice conviction Finneran has been stripped of both his ticket and his state pension. Bunzo has also been known to max out to the Felons successor as speaker, the now-indicted Sal DiMasi.
I tell you, covering the hackerama is like a card game. You never know exactly which card youre going to turn face-up next, but one things for sure: Youve seen every last one of them before, game after game after game.
According to the Appeal Board decision issued June 12, in December 2002 Bunzo sidled up to Franny and asked what it would take to make him do an early Dixie off the Hynes.
Joyce answered that he wouldnt even consider . . . that topic until (the board reached a conclusion concerning an adjustment to his salary).
An adjustment - thats the spirit, Franny! Leave nothing on the table - not even a nickel. The Corrupt Midget must have been proud of his boyo.
The taxpayers finally cut Franny a check for $51,855.04, and Franny retired in February 2003. He was succeeded at the MCCA by a guy named Rooney who was already collecting his own $60,000 pension from the MBTA.
Now Franny will have to continue scraping by on a measly annual pension of $78,218. I figure he can keep appealing for an upgrade for at least another 20 years. Think of the retro dough when he finally wins.
In the meantime, Franny, Im still looking for a good tin whistle player.

I didn’t listen last week from Wed. on.(Golf trip) He did one the same day FF shed her mortal coil?
Howie had it last Friday. I tried for an hour to get thru, no luck though.
FF and jacko both died on Thu and the death pool on Fri was actually for Ed McMahon I think
That day, Howie filled in for Dennis Miller and I recorded it and heard back the last hour of THAT via mp3 while waiting in Phil. for weather “out west” to clear so I could then fly on to Pitt. And I heard Howie say “breaking news just in, Farrah Fawcett has died” The Jacko news came after 5 that day
—raccoonradio live from just outside Pittsburgh...just went briefly into nearby Raccoon Creek State Park. I had to based on the name! nice
thanks for doing ping list of course!I have sightseeing in Pittsburgh (the late Billy Mays was born in nearby McKee’s Rocks) and my furry cartoon convention the next few days. While I could conceivably hear the show via netbook I will be too busy while it’s on but who knows, could go to their podcasts and hear it!
Howie needs an affiliate in the Steel City!
heard karl malden passed, not on death pool i think

Howie Carr Article, Friday, July 2, 2009
Your name is Deval Patrick, and you are a taxaholic.
On Monday, a reporter asked you a question about raising the gasoline tax, and you blurted out, maybe well have to.
On Tuesday, you signed into law both a 25 percent increase in the sales tax and a new 6.25 percent sales tax on alcohol, which already has an excise tax on it.
On Wednesday, you floated a trial balloon about increasing the state income tax, saying that some high-income taxpayers would be willing to contribute more.
Youre Deval Patrick, and youre way too busy to check out the latest DOR statistics on how many of those wonderful affluent moonbats were willing this year to pay income tax at the voluntary higher 5.85 percent rate - 1,500 out of 3.1 million filers, which is one-twentieth of 1 percent.
Youre a taxaholic, and if Step 5 of the program is admitting the exact nature of our wrongs, then is it too late for you to apologize to all the homeowners in Massachusetts whove been waiting since 2006 for the property tax relief you promised them?
Youre Deval Patrick, and has anyone seen Doug Rubin? Because youd like to ask him why in the latest polls you have fallen behind both Tim Cahill and Christy Mihos.
Tim Cahill, who lost $15 billion in pension funds in the economic meltdown, and Christy Mihos, who said in 2006 that hed vote for you if he werent running - where the hell did Doug Rubin leave the opposition research book?
Youre Deval Patrick, and you devoted most of Wednesday to Operation: Change the Subject, doing one-on-one interviews in which you fell off the wagon again, rhapsodizing about jacking up the income tax.
You did all those interviews and still nobody is taking seriously your ethics reform bill that authorizes the state attorney general to begin impaneling statewide grand juries - in 2015.
You still dont get that the voters are a lot angrier about the Marian Walsh scandal (which is 100 percent your fault) than about the Dianne Wilkerson scandal (which isnt).
After all this time, you dont understand that voters are more amused than anything else about Dianne stuffing cash in her bra. She was only grabbing a grand for a weekend at Foxwoods, while Marian was setting herself up for life with a $135,000-a-year pension - and she couldnt have done it without you and Doug Rubin, and where the hell is he anyway?
