There is none. "Civilian Grand Jury" is a figment of the juror's imagination. It has no legal power, no legal standing, no legal authority.

i am sure that there is a legal basis for a “civilian grand jury”
it is not a tin foil hat thing.
but I have never found any enforcement for it’s findings.
