The Rules of Congress need to be re-written.

Any bill before the legislature should be finalized with no changes being made on it and then they should have to wait 5 days before they can vote on the damned bill. That and we should force ever representative and senate to read bills in their entirety before the are allowed to vote on the damn things.

You are right. I think that in fairness to the American people this needs to happen. Additionally, they need to be written so that someone with a 10th grade education can understand them so the governed have no excuses and the congress cannot screw us over.

I think every bill in Congress should not only be required reading, but every congress critter should have a comprehension test given before any vote is allowed.

Why not, hell, you have to do that to get a drivers license.
