The numbers came from an analysis of the FBI crime statistics on pedophile crimes. Conviction rates as part of the general population. I’ll try to find the exact publication.
Oh another tidbit, go pick up a gay travel guide, and tell me what percentage of them tell you where you can find underage boys in the destination of your choice, vs non gay travel guides mentioning where to find children. Amazingly (if you buy into the PC crap, not amazing at all if you actually have a brain in your head) nearly 100% of gay travel guides have this sort of information, while 0% of non gay travel guides have such information.
