And as the White House holds a bipartisan summit on immigration Thursday, Republicans are warning that Obama needs to offer a specific plan or risk seeing the issue die this Congress.
He needs to really lead on that, said Sen. Mel Martinez (R-Fla.), who was a member of a bipartisan group that unsuccessfully pushed an immigration bill in 2007. I think its very, very important that he give a clear signal on where he is on an issue with that level of specificity.
Sen. Lindsey Graham (R-S.C.), another supporter of the 2007 bill, said President George W. Bush ran into the same problem on immigration by failing to provide a clear message or produce a specific proposal allowing critics of a guest-worker program for illegal immigrants to call it amnesty for lawbreakers.
Graham is sympathetic to the predicament a president faces.
Its a hard call for an executive to make, Graham said. Sometimes you want to set kind of a goal and fill in the blanks later. Sometimes you want to send a specific proposal and let people work off of it.
Another Republican, Sen. John McCain of Arizona, said it would be foolish for his former rival to change his approach to the Hill, given that hes gotten most of what hes wanted this year, including a $787 billion economic stimulus bill that Congress wrote after Obama laid out the broad goals.
Look, hes got an unbroken record of success. For me to be critical of someone who has an unbroken record of success would be foolish, McCain said.

GOPers need to accept the reality that if a immigration bill passes in this congress, it will contain provisions for no guest workers or only a few guest workers. Unions don't like guest workers
It will contain amnesty and higher quotas on immigration.
McCain — you really need to be honest and switch to the Democrat Party. You certainly have not helped the Republican or Conservative cause in the least under your leadership.
