The shortage in ammo is for a reason. (not counting the ammo stocked up over the past 10 years.)

The shortage in ammo is for a reason. What does that mean? If the ammo manufacturers are producing 24 hours a day and selling everything they can, then what is the reason for the ammo shortage?
