New York State has become a banana republic.
My home state has been a banana republic since about 1990.
This is hardly news.
The New York legislature has been run like a Fiefdom for well over a hundred years.
Once leadership and rules are decided on most of the Senators will go home and collect their pay checks.
If you are not in the Senate to vote you are assumed to vote with the leadership. No need to be there.
