Because the “polls” they site are the CBS/NYT poll which if I remember correctly is the only major poll that shows support for a “public option.” When a RINO like Lindsay Graham says the public option will not pass (which he did yesterday) then you know it’s not going to make it into the final bill.
A NYT "poll" which polled 66.5% Democrats (Obama got 52.9%). Your Statistics 101 professor would give you an "F" if you came up with such a poll.
Given the inaccuracies and the margin or error, this means as few as 49% of those polled support the "public option".

If it’s going to be such a great plan, why won’t members of Congress be under it?

This is what WJ Clinton warned about. The Clinton machine understood the center-right, muddled middle, anti-tax orientation of this country. That’s why they adopted wefare reform, crime and other issues from Republicans.
O is far more clueless. He believed the headlines and campaign slogans about “change”, and assumed a major, overnight move to the Left.
Bill Clinton was also smart enough to stay away from Healthcare, after Hillary had her head handed to her. Caraville told my group that it was loser issue to make policy on.
People have to understand that the main purpose in the push to health care reform is to shore up future funding for Medicaid and Medicare by the eventual seizure of the now private health care funding that your employer and you spend each year. It is the tired old liberal idea of everybody benefits when some take a little less so that others get a little more.
First generation people in these programs will get everything for about ten years and then the cutbacks and rationing will happen.
