Or any place that is historically dominated by Democrats. Does anyone remember the infamous Tammany Society that dominated New York City politics for over a century?

Exactly Loyalist,
Chicago and a whole lot more places here in the U.S. had rigged elections.
Should think before being too critical of Irans election, not too much more malfeasance than here.

What about the many tens of millions of votes that weren’t cast at all, because all of the candidates were pre-approved by the ruling elite?

Iran election turnouts exceeded 100% in 30 towns. Taft, a town in the central province of Yazd, had a turnout of 141%, Kouhrang, in Chahar Mahaal Bakhtiari province, recorded a 132% turnout while Chadegan, in Isfahan province, had 120%.

At least 200 polling stations across Iran had participation rates of 95% or above.

Kamran Daneshjou, the head of the ministry’s election commission has attributed the reported 141% participation in the town of Taft to the good weather in Yazd province, where the town is situated.
