At least since the 60s I’ve seen articles ... and employment ads... for hospitals that hire a person specifically to attract rich pregnancies from other countries. It’s not just Mexico. You are right. My mother flew from Brazil to PR for my birth, because she wanted me to be a citizen. She was not wealthy, but saved her money so that I would have a chance for better opportunities. I was born in 1960. It was all perfectly legal.
