the idea of taxing consumption appeals to me - rather than taxing achievement - taxing consumption, everyone pays - IF they skip the rebate part
they want to send everyone a check quarterly to rebate the tax on the first x amount of taxes - the theory being that you could live on that amount of money for the necessities of life and get the tax you pain in back
i say skip that - keep it simple and lower the tax (a rebate would make the tax higher) - close all bureaucracies that would be needed for rebates
people that consume more will pay more - people that consume less will pay less
