The way I read it, it requires a picture government ID. A California drivers license or ID card is mentioned.

Theoretically an illegal wouldn't have a California driver's license, but we know that tens of thousands real, DMV issued, CDLs have been discovered, so ALL those illegal felons could have voted in the last election where the Kenyan won.
