I don’t read anything in the article to suggest that the superintendent “Lost It”.

There is an old principle in law enforcement that if you crack down on the little infractions the big stuff will take care of itself. Rudy Giuliani used it in NYC to drastically reduce the crime rate.

That is probably what this superintendent is trying to accomplish.

Like I said before I suspect that this school has a history.
