Who are the nine, and what were they “complaining” about every third day?
What did the local ER’s actually DO about the repeat “customers” - OTHER than charge the taxpayers for the “er” (er, error) visits that they KNEW were fraudulent?
See - that 3 million wasn't actually SPENT on these nine patients, it was “spent” (er, sent) to the ER admitting them.

Thats funny. charge em. Like these people are going to pay. Snort. No, by law (EMTALA) we are obligated to see anyone who wanders onto our property who wants to be seen, payment of not. That means AT LEAST a medical screening exam ( a nurse then a doctor) seeing the patient, a chart generated, vital signs etc etc. Betcha a number of these visits were via ambulance to boot. Charge em. Thats a hoot.
Speaking from over 20 years experience as an ER doc ( and orderly before that).
