That is about my sense of it. They were both wrong. She invited the tasing with her deliberately truculent attitude. (Hell, she literally dared him to do it.) And he, given his greater size and training, should not have taken her bait. He should have just manhandled her into the cuffs, or at least tried to first (then tase — if need be).
Have you ever "manhandled" combative elderly people? They get hurt. Their skin rips easily, their joints are stiff, their bones are brittle. They heal slowly.
Sure he could have twisted her arms behind her back via superior physical force. Snap, crackle, pop.
I'm more interested in why she was so confrontational over a simple speeding ticket? She admits she was speeding in a construction zone. Why not just accept the ticket with grace? What is the point of getting into a pizzing match with an officer over a ticket you know you earned?
