Is a sell off US bonds good for the Asian markets? Why?

Let's say there's a pile of money. We have various places we can put it. We would wish we had a safe place for it. If it's presently invested in American securities, it's obvious that's not safe, so we sell ahead of the crowd and pull that money back to put it in some other safer place.
