When black ladies need their hair straightened they go for that look. The hair kinks at the roots so it is easier to slick it back.
Some buy wigs to cover it. That can be a very classy look on the right women.

Look at post number 16. It looks like a wig over a shaved head. I'm just guessing because at most informal events her hair is pulled back really tightly.
