Myers first began working for the State Department in 1977 as a lecturer at the department's Foreign Service Institute in Arlington, Virginia. But from 1988 to 1999 he began to work for its bureau of intelligence and research.
In 1985, he was given top-secret security clearance which was then upgraded to a higher level in 1999.
By the time he retired, Myers was working as a senior Europe analyst for the department's intelligence bureau and had daily access to classified information stored on computer databases, the Justice Department said.
A scan of his computer showed that from August 2006 until his retirement in October 2007 Myers had viewed more than 200 sensitive or classified intelligence reports on Cuba, which has been under a US embargo since 1962.
The couple were first recruited after Myers traveled to Cuba in 1978

Six months later he was visited in his South Dakota home by a Cuban official from the mission, and the couple allegedly agreed to spy for Cuba.
They were encouraged to seek a job in Washington at the State Department or CIA, the Justice Department said.
The couple would allegedly get encrypted messages from Cuba via shortwave radio, and Gwendolyn Myers, who worked as an analyst at a local bank, would pass on information to her contacts by exchanging shopping carts in stores because she said it was "easy enough to do," it added.

"I was always pretty careful. I didn't usually take documents out," he told the operative who was pretending to be a Cuban intelligence officer.
Apart from being contacted via coded messages on shortwave radio, the couple travelled all over the Caribbean to meet with Cuban agents.
They received medals from the Cuban government and apparently met with then-president Fidel Castro in 1995.

An indictment unsealed Friday said Walter Kendall Myers worked his way into higher and higher U.S. security clearances while secretly partnering with his wife, Gwendolyn Steingraber Myers, as clandestine agents so valued by the Cuban government that they once had a private four-hour meeting with President Fidel Castro.

Here is the key to the story so far: Myers met a Cuban UN Mission diplomat at his house in so. Dakota in 1978 and was recruited then.
Okay!! Why wasn’t this Cuban agent under FBI surveillance esp. since Cubans were restricted to their travels in the US?
Unless the FBI pulled over a 30 year sting operation, they screwed up. Why? Remember the congressional Church and Pike committee hearings which devastated the CIA and FBI, and had Pres. Carter and CIA Director Stansfield Turner cutting out 700-850 “human intelligent sources- agents” (I’ve heard a lot higher figure)?
Could it be that the FBI was so emasculated by these hearings that they either didn’t have enough men to cover communist spies/agents, or they were restricted from covering them.
There is a lot more to this story than has been published so far, and if it was an FBI blunder, then Carter was responsible (I think the Attorney General was Ed Levi, one of the most incompetent AG’s in American history, and his assistant, ben Civiletti, eventually an AG, was worse).
This may be one of the biggest can of worms of the intelligence debacles of the Democrats in recent history.
How is it this took so long? And it comes out during the Obama administration? Doesn’t make sense.

According to the article I just read they(the Myers) were under investigation for three years.
It has taken till know for them to be formely indicted.

We do not know exactly what State Department documents were leaked - - and when, since they did not actually get to work for that department until the 1980s!
The “can of worms” that I was referring to was the degree of the destruction of our human intelligent operations by the CIA and FBI, both overseas and at home, not jus the Myers case.
Having been involved in internal security and having written about it for almost 40 years, I know what I’m talking about.
You don’t know half of what went on, and how the Democrats tried to destroy intelligence information collections en masse. They succeeded in nearly wiping out state and local police intelligence operations which led to the Hanafi massacre in DC up to, and possibly including the murder of Ali Tabatabai by a Black Muslim killer who lives in Iran today, and the murder of Rabbi Meir Kahane in NYC.

Actually, they were really working for the USSR. The Cubans are minor players and would have little use for the kinds of strategic political and military intelligence Meyers produced for them. At the time Meyers started to spy the Cold War was in full swing. The USSR invaded Afghanistan in 1979. The USSR was busy trying to crush Solidarity in Poland in 1980-1981. The USSR was paying the Cubans $6 billion a year in 1979. The Cubans had too give SOMETHING in return.
