From the looks of it, it looks like those firefly Chinese lanterns. They put a candle in the base and let them fly.. the gas builds up in the lantern and its lighter then air so they float. They usually release them for special events by the hundreds or thousands.
They look something like this as they are let free

Well, from the article, one family described the lights as being "as big as a house", so I'm not sure the Chinese lantern theory will work, unless they were really, really big lanterns.

That only applies if the weather balloons are filled with swamp gas. That’s why they switched to helium...the “explosion risk” of usuing swamp gas was just a cover story.
