I thought New Hampshire was the Free State Project for conservatism.

The Free State Project is libertarian, not conservative. It has unfortunately hurt conservative Republicans, such as former governor Benson, and the previously solidly Republican state House and Senate. Your average activist Libertarian will convince many people to vote Socialist - very poor sales skills. Having been a registered Libertarian for 25 years (left in 2004), it annoys me. On the other hand, when a sitting Democrat in a safe district proposed a state income tax, when it was announced that she lost in the priomey, the Democrat legislators in the state House gave the news of her defeat a standing ovation. So New Hampshire is still, for now, fiscally conservative.
