I think this e-mail is overly generous. It leaves out a third possibility that I think is very likely. They read that literature and understood it and simply ignore it because it is inconvenient. The ends justifies the means.

There were three times the number of people on my college campus as the population of the town I came from. I was scared! It's normal!
Ironically, one of the first new friends I made was a Mexican from the Rio Grande Valley! I guess it says more about the differences between people from the Northeast and people from Texas.

As to the people who know better concerning the law not speaking up, I think they see the reaction to people who do and are intimidated.
