Reverse engineering + industrial espionage [not to mention a 'Google' search] could make this quite a catch.

Or they could just buy a Suburban and do it to that. The Hummer is just a fancy body on one of those.

The Chinese already make a copy of the military HMMWV with assistance from AM General. It’s built by Dongfeng Motor Corporation. AM Gen first showed the vehicle to the PLA in 1988. Shenyang Aircraft Corporation started producing an unlicensed copy of the HMMWV in 2002. Dongfeng Motor started to produce theirs with AM Gen assistance in 2003. The Chinese HMMWV uses a Cummins Turbo-Diesel licensed by Dodge. Besides the engine it is different from the US military HMMWV only in exterior front end design. Because it is identical to the US military version, it is capable of mounting the US military V8 as well.

Summary:

This sale only involves the H2/H3 Hummer. The Chinese already build the H1/HMMWV themselves.
