The officer definitely needs to be counseled on shot placement, in all the training I've received and during my many years as an Instructor, I don't think I've ever heard of the technique or policy that states if a perp points a weapon at you, you shoot for the knees... Geez, now we have to pay for this scumbag a little longer.
I told an instructor if the only possible target I had on a bad guy was his little toe, I would take that shot.
