Thinking that doing stuff we did in the past over and over and over re: North Korea which had no effect, will some how magically do the trick right now, this time.

Nobody at the high levels can be that stupid (hell, any J6P who follows the news and knows a bit of history knows exactly what's going on). That leads me to believe that this is all a big snow job. To what ends, I'm not exactly sure, but I bet it's some elaborate dance we are doing so as not to piss off our number one creditor.
