If that is truly the case, I would agree with you on that. They should have sufficient property or means to avoid that eventuality.
The problem is that this could spawn regulations that go way beyond this issue, requiring very unreasonable requirements simply because some people don't want to hear gun shots nearby.
They could postulate that some could be using a high powered rifle with projectiles that could go a mile or two, and therefore you would be required to have that amount of property for example.
Be VERY careful where you are going with that logic (more like lack of it), if we use your standards, they'll come and take away your fireplace, your car, your gas grill, your lawnmower, etc. ad nauseum.

What personal property rights are being violated? Unless there is a pre-existing noise ordinance that owners agreed to, there's no foul here.
All you have is a couple of people that moved into the neighborhood and decided they don't like the sound of gunfire (that preceded their arrival). If anyone's personal property rights are being violated, it's the guy that already had the range built.

Sorry my friend, if someone lives in a subdivision and chooses to use their yard as a firing range then they should expect to piss off people with the noise alone. yea, they may have the right but they don't have the common sense that should be a requirement of that right.
As your or any other person's next door neighbor, I have the right to cut my grass right outside your bedroom window at 2:30 in the morning but it doesn't mean I should nor that I would.
