The FBI would instantly pounce on any ransom-seeking kidnapper like vultures on a dying carcass. If it was one or two, then yes. If it becomes frequent and widespread, then they won't have the resources.
A current method is to carjack some middle-class person, make them drive to an ATM and withdraw all the cash their card(s) allow, and then drive off in their car. Go to google news and do a search for carjack atm and observe the frequency of this type of crime.
