He is a liar. Translation, we will tax you anyway and this will be my excuse that the people told me they did not want toi be bothered.

I am writing all congressmen and telling them to first cut superintendents in half before laying off teachers.

And by the way go ahead and modernize the lottery even if you can't use the money. People love the lottery and it is a way to donate money to schools instead of new taxes.
