Last week, during debate over a bill to regulate the credit card industry, Senator David Vitter (R-LA) offered an amendment (Amendment #1066) that would have established new rules with respect to how banks issue credit cards. ( Vitter Press Release, May 13, 2009). The amendment would have required that banks verify the identification of any person who is not a citizen or national of the United States before they were permitted to open a credit card account. In addition to preventing the ability of illegal aliens to obtain credit cards, Senator Vitter's press release stated the amendment "would have also closed the loophole that allowed the September 11, 2001 hijackers to obtain credit cards from United States banks to finance their terrorist activities." (Id.).
After the 9/11 attacks, Congress created the "9/11 Commission" to investigate the facts that led up to the attacks. Commission staff issued a public report detailing how the 9/11 hijackers were able to circumvent not only the U.S.'s immigration laws but also how they were able to finance their activities in the U.S. - by using ATM and credit cards issued by U.S. banks.

The current loopholes in federal regulations regarding credit cards are an invitation to illegal immigration, Vitter said. We should not reward those coming here illegally by allowing them to access the same services afforded to American citizens, which results in back-door amnesty.

"Antonio Sanchez, a Mexican immigrant, writes the Journal, whose only major asset is a white 1996 Ford Thunderbird, which he drives to the two restaurants where he works each day on opposite sides of Los Angeles. Mr. Sanchez, who says he sneaked across the border a decade ago, has been a customer of Bank of America's East Hollywood branch for nine years. He has no borrowing history and no Social Security number."..."To obtain a Bank of America Visa card with a $500 line of credit, Mr. Sanchez had to put down $99. If he stays within his $500 limit and pays his balances in a timely fashion, he will receive his $99 security payment back in three to six months, and his credit limit might be increased. "I always wanted to start building credit to buy a home, but I couldn't," says Mr. Sanchez, a father of three, who earns about $25,000 a year from his two jobs.... "When a señorita at the bank told me about this card, I couldn't miss the opportunity to get it. You need credit to succeed in this country."
To assess an applicant, the bank employs "judgmental lending," a concept pioneered by MBNA.
Vitter is chairman of the Border Security and Enforcement First Caucus.

This is important and should have been addressed years ago. It’s unbelievable that it’s nowhere to be found in the MSM. Kudos to Vitter.
