Where I grew up, “parochial” meant the Catholic school rather then the public school. That’s how we distinguished between the two—as in “he goes to parochial school”. So, yes, it is a term pertaining to Catholics.

That use of the term "parochial" is a slur and anti-Catholic. A traditional one of opponents of the Catholic faith and those who slander Catholics. Obama used it in that way.

In debates about Catholic colleges and universities, liberals and modernist dissenters have used the term "parochial" as a slur against orthodox and pro-life Catholics, invoking a parody of Catholicism.
