Actually, it could be solved without too much trouble. Sell mineral rights to coal companies and drilling rights to oil companies anywhere they can find the natural resources. Start construction of a dozen or more nuclear power plants. Lower all taxes by half. Create tax incentives for the ownership of business property. Make every state a right to work state. Do these things as a realization that we are in an emergency situation, so use emergency powers to cut through the associated lawsuits and roadblocks. That would be a good start.
At this point only a successfully executed civil war could result in this “Marshall Plan” for America. I’m not really holding my breath though.
