If you mean increased sex education and abortion, re-read the article. Europe with it's more "enlightened" attitudes toward sexuality, contraception and abortion has an even higher illegitimacy rate.
Having sex is associated with having babies. Even for married couples, some actually plan pregnancies but most children are accidents.

I thought that the article said that 55% of births in Sweden were illegitimate, but then they included this comment. It is hard to tell where the US falls compared to Europe.
I’m not a fan of illegitimacy by any means, but population “recruitment” by native-born children, even if they are “bastards”, is preferable to population growth via immigration from nations with questionable values, whose people may be loath to assimilate.
