1. It sounds illegal to deny a person their earned vacation time.
2. It won't boost the economy because employers will have to pay employees for their unused vacation hours if they don't get to use them, just as they do when an employee quits.
3. It will encourage those of us that don't work because taxes on a 2nd income are confiscatory to stay unemployed. Why bother with the punitive actions?

If this wasn’t satire, it still would be bogus.
The current economy has a surplus of capacity and a lack of demand.
Increased production is not really needed at all.
