The big question is what business is it of the federal government in the first place. Should only be a state and local issue. I agree, but for now it should be funded. With all the other crap that's being funded this doesn't have to get the axe.

With all the other crap that's being funded this doesn't have to get the axe. I agree. Recently here, an officer was injured in the line of duty. People were holding fundraisers for his family. I wonder how much of his medical bills the family has to cover and if the man loses pay while he cannot work. It doesn't seem right when we have so many deadbeats we're supporting.

Yes and no, the federal government is to damn big and spends to much money. This in my view is nothing more than vote buying on the federal level and this program should be a state issue.
Oh, I looked it up the program was started in 1976.
