NASA's critics have long asked: Why does the space agency need to design and build its own rockets and spacecraft?
When the Justice Department or the Centers for Disease Control want to send employees somewhere, they don't specify the aircraft types, let alone design the airframes, engines and avionics. They just buy plane tickets.
Even the military finds it cheaper to use civilian aircraft for certain missions. So why should space transportation be any different?

Hopefully, Falcon 9 will work out and NASA will cancel its future rockets. I wonder if any foreign intelligence agencies have stole the designs of the Falcon 1?

This is mostly old news. I've been seeing this a lot, and from Fox online, in particular. Probably a symptom of a ailing news infrastructure. Apparently, when something isn't news to people in the Salons of New York City, and one of them hears about something, then it suddenly becomes "news."
They stupidly assume if they haven't heard about it, it can't be news.
In this case, it's mostly the headline writer, I think. But, did Fox even have a story about Orbital and Space X splitting 20 Space Station re-supply flights, and that they are being encouraged to push ahead with man-rated versions of their ATV's (neither of whom has flown.)
The fact is, this just isn't news.
As an old newspaperman, I know it's one thing to know each edition can never be more than the illusion of comprehensive news, it's yet another thing to start believing your own BS.

Why don’t we just change all NASA compensation to a combination of commissions and bonuses. Then let them form up teams and have 2 years to develop the best plans they can imagine. The ones over budget or unsuccessful are fired. the ones who spend the least for the objective are given a bonus.

NASA has ion rockets (albeit small ones). Once a payload is in orbit, ion rockets can take it from there.
