Can we zoom in close enough to read the tail number? Is it that same “backup” plane that is supposed to have been there?
Anyway, based on the pictures from the ground at about the time the plane was in position for this picture, the only other plane in the area, a Red Tail fighter jet, was not in a position to have taken this picture.

I think Bush used SAM 28000 as the primary plane. I am not sure if 0bama would have switched to SAM 29000 or if it even matters. They use both for Int'l missions.
This one was definitely SAM 28000.
