A federal court in CA has already ruled that a town or city can void union contracts if it does not have the money to pay them. So, the this precedent should apply to the whole state of California, as well.

Bankruptcy may be the only thing that can save California from themselves.

Obama is threatening to rescind stimulus money, that might not be a bad thing. It would spread like wildfire across the country. Obama has finally over stepped. This might be a good thing.
