Just a guess. I know that there are a lot of people out there that are unemployed, but not receiving benefits, because I know some. A lot of these people, though qualified and willing, have been unemployed for quite a while. I'm not sure how the government statistics are derived, but I suspect they are based largely on those receiving unemployment benefits. Those that have used up their benefits drop off the radar.

Obviously, it is to the dims advantage to minimize unemployment numbers. Then they can claim that their "program" is working if the number shrinks a little. If it remains high into next year it will definitely have an impact on the elections.
